𝐌𝐚𝐬𝐯𝐢𝐧𝐠𝐨 𝐃𝐞𝐜𝐥𝐚𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐧 𝐃𝐞𝐛𝐭 𝐉𝐮𝐬𝐭𝐢𝐜𝐞 𝐚𝐧𝐝 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭

Delegates to the 8th Zimbabwe Annual Debt Conference, held in Masvingo from 15–16 July 2026, adopted the Masvingo Declaration on Debt Justice and Sustainable Development.

The Declaration calls for stronger debt transparency and accountability, responsible borrowing, protection of social spending, gender-responsive public finance, stronger domestic resource mobilisation and reforms to the global financial architecture.

It calls on Government, Parliament, development partners, civil society, academia, the private sector and citizens to work collectively towards resolving Zimbabwe’s debt crisis in a way that protects human rights, restores public trust, expands fiscal space and advances inclusive and sustainable development.

Dr Vincent Chakunda presented on “Debt, Local Government Finance and Devolution in Zimbabwe: Fiscal Pressure, Constrained Transfers and the Search for Sustainable Municipal Finance” during the 8th Zimbabwe Annual Debt Conference in Masvingo.

His presentation examined how rising municipal debt, constrained fiscal transfers and ageing infrastructure are affecting local authorities’ ability to deliver essential public services. He also highlighted the need to strengthen public financial management, improve debt governance, protect infrastructure investment and ensure predictable devolution funding to build sustainable and resilient local governments.
