Le système de gestion de l’offre du poulet au Canada traverse une crise structurelle profonde.

Alors que ce modèle promettait aux Canadiens un approvisionnement stable, une production majoritairement intérieure et des prix prévisibles, le pays fait face au marché de la volaille le plus serré depuis des décennies.

Le secteur canadien du poulet a sous-produit par rapport à ses objectifs dans 12 des 14 dernières vagues de production.

Pour compenser ce manque à gagner et répondre à la forte demande des consommateurs, qui se tournent vers le poulet pour éviter le bœuf trop cher, le Canada importe massivement.

Plus de 52,2 millions de kilogrammes de poulet ont déjà été importés cette année, principalement des États-Unis.

La situation est telle que l'octroi de permis d'importation supplémentaire en cas de pénurie (« poulet à Compete ») a explosé de 876 %.

L'écart de prix avec nos voisins du Sud est devenu vertigineux : alors que la poitrine de poulet de gros a chuté à environ 1,00 $ US la livre aux États-Unis, elle frôle les 5,90 $ CA la livre au Canada (l'équivalent de 13 $/kg).

La marge est si grande que des importateurs réussissent à faire du profit en franchissant le mur tarifaire canadien de 249 %.

Si les éleveurs et les grands transformateurs s'en sortent, les petits transformateurs indépendants et les restaurateurs écopent.

Les consommateurs seront les prochains touchés : les prix de gros actuels se répercuteront dans les épiceries d'ici quatre à huit semaines, promettant une facture salée pour la saison des barbecues cet été.

Selon M. Charlebois, ce cadre rigide est devenu incapable de s'adapter à la croissance démographique et au commerce international.

Sans une réforme transparente, le Canada risque de subir les prix les plus élevés du monde développé tout en perdant sa souveraineté alimentaire au profit des marchés étrangers.
