Delivering his remarks on the occasion of the High-Level Training Workshop for African Union Ambassadors and Diplomats on Carbon Markets in Africa at the African Union Commission Headquarters today, H.E. @MosesVilakati, Commissioner for Agriculture, Rural Development, Blue Economy and Sustainable Environment @AU_DARBE emphasized that Africa must engage in carbon markets from a position of knowledge, integrity and strategic autonomy. As global carbon market mechanisms continue to evolve, it is imperative that our Member States are equipped with the technical capacity to negotiate fair, transparent and high-integrity frameworks that advance Africa's development priorities.
As we prepare for #COP32 in Addis Ababa, we must safeguard Africa's climate sovereignty, strengthen robust Monitoring, Reporting and Verification (MRV) systems, uphold the African Principles for Integrity and Equity on Carbon Markets, and ensure that carbon markets deliver real benefits to our people, ecosystems and economies.
Commissioner Vilakati extended his gratitude to the partners, the African Capacity Building Foundation (ACBF) and the Azerbaijan International Development Agency (AIDA), for their collaboration in making this important training possible, and encourage all participants to use this opportunity to strengthen Africa's collective voice in shaping the future of global carbon markets.
The Chairperson of the African Union (AU) Commission, H.E. Mahmoud Ali Youssouf, today addressed the AU Peace and Security Council's (PSC) informal consultation on the future of the AU Support and Stabilisation Mission in #Somalia (AUSSOM) this afternoon, underscoring that the mission's future should be guided by clear strategic objectives.
He @ymahmoudali called for strengthened support for AUSSOM to reinforce African ownership of peace and security & advance sustainable financing for African-led peace support operations.
Mr. Youssouf stressed that honouring the sacrifices of Troop Contributing Countries (TCCs) requires safeguarding the gains achieved in Somalia through a mission that is sustainable, adaptable, & fit for purpose.

Today, @AUC_PAPS is convening a pivotal 3-day Technical Consultative Meeting with RECs and technical experts to review two landmark instruments: the Draft AU Policy Framework on Women's Equal Participation in Mediation and Peace Processes and the Draft Principles on the Integration of Women in Mediation, a critical step toward institutionalizing women's meaningful and influential participation across #AU peace processes.
In their opening remarks, Amb. @madutdet, Head of the Mediation and Dialogue Division and Ms. @mpoumoudoris, Special Representative of the @UN Women Liaison Office to the AU and UNECA, underscored the need to move from dialogue to decisive implementation.
To achieve this, the meeting will pursue four interconnected objectives: (i) to address and dismantle structural barriers by providing targeted, substantive feedback that breaks systemic exclusion; (ii), to amplify proven practice by showcasing successful integration of women in mediation from RECs, @FemWiseAfrica, and experts across local, national, and regional levels; (iii) to enforce accountability by proposing practical and implementable measures including binding quotas and gender-sensitive capacity building that make inclusion mandatory, not optional; and (iv), to forge AU-RECs consensus that transforms shared commitments into action-oriented recommendations, ensuring these documents become operational, not aspirational.

Strengthening AU–The Gambia Partnership
On the sidelines of the 2026 African Caucus Meeting in Banjul, H.E. Amb. Selma Malika Haddadi, Deputy Chairperson of the African Union Commission, was received in audience by H.E. Adama Barrow, President of the Republic of The Gambia, where they reaffirmed the longstanding partnership between the African Union and The Gambia.
H.E. the Deputy Chairperson @DCP_Haddadi conveyed the warm greetings of H.E. Mahmoud Ali Youssouf, Chairperson of the African Union Commission, and commended The Gambia for its steadfast commitment to the ideals and objectives of the African Union. Le Président de la Commission de l’Union africaine appelle à un engagement renouvelé en faveur de l’intégration de l’Afrique à l’occasion de la Journée de l’intégration africaine.
Le Président de la Commission de l’Union africaine, S.E. Mahmoud Ali Youssouf, s’est joint aujourd’hui aux Africains du continent et de la diaspora pour célébrer la Journée de l’intégration africaine, lançant un appel à un engagement politique renouvelé et à une action collective afin d’accélérer l’agenda de l’intégration africaine dans un contexte marqué par une incertitude mondiale croissante.
Célébrée chaque année le 7 juillet, la Journée de l’intégration africaine commémore le lancement de la phase opérationnelle de la Zone de libre-échange continentale africaine (ZLECAf), intervenu à Niamey (Niger) en 2019. Elle célèbre la vision durable de l’Afrique fondée sur l’unité, la prospérité partagée et l’autonomie collective.
Le Président de la Commission a souligné que, dans une économie mondiale de plus en plus fragmentée, une intégration africaine plus profonde n’est plus simplement une aspiration, mais un impératif stratégique : « L’unité africaine constitue notre plus grand atout stratégique. La ZLECAf est le projet économique structurant de notre génération et notre meilleure opportunité de transformer l’immense potentiel de l’Afrique en prospérité pour tous les Africains. »
S.E. Mahmoud Ali Youssouf a rappelé que la ZLECAf réunit un marché de 55 pays, plus de 1,3 milliard d’habitants et un produit intérieur brut combiné d’environ 3 400 milliards de dollars américains. Toutefois, alors que le commerce intra-africain ne représente encore que 16 à 18 % du commerce total du continent, il a souligné que la plus grande opportunité économique de l’Afrique ne se trouve pas au-delà de ses frontières, mais en leur sein.
Le Président de la Commission @ymahmoudali a appelé les États membres à accélérer la mise en œuvre de la ZLECAf et des autres instruments continentaux d’intégration en levant les obstacles au commerce, en harmonisant les réglementations et en investissant dans les infrastructures qui relient les économies africaines. Il a rappelé que les routes, les chemins de fer, les ports, les réseaux énergétiques et les infrastructures numériques sont indispensables pour développer les chaînes de valeur régionales, favoriser l’industrialisation et soutenir une croissance durable.
Il a également souligné que la libre circulation des personnes est une condition essentielle à la réussite du marché continental. Faciliter la mobilité des entrepreneurs, commerçants, professionnels, étudiants et travailleurs, parallèlement à la mise en œuvre progressive du Protocole sur la libre circulation des personnes, contribuera à renforcer le commerce, l’investissement, l’innovation ainsi que l’intégration entre les peuples du continent.
Le Président de la Commission a en outre insisté sur le fait que l’agenda de l’intégration africaine doit créer des opportunités concrètes pour les jeunes, les femmes, les entrepreneurs, les agriculteurs et les petites entreprises. Il a également réaffirmé que la paix, la sécurité, la bonne gouvernance ainsi que le rôle des Communautés économiques régionales demeurent des piliers indispensables à la réussite de l’intégration continentale.
À l’occasion de cette Journée de l’intégration africaine, S.E. Mahmoud Ali Youssouf a appelé tous les Africains à renouveler leur confiance dans l’avenir du continent et à œuvrer ensemble à la réalisation de l’Agenda 2063 : L’Afrique que nous voulons :« L’histoire jugera notre génération non pas à l’aune de la vision dont elle a hérité, mais à celle de l’Afrique qu’elle aura su bâtir ensemble. The Chairperson of the African Union Commission Calls for Renewed Commitment to Africa’s Integration Agenda on Africa Integration Day.
The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, today joined Africans across the continent and in the diaspora in commemorating Africa Integration Day, calling for renewed political commitment and collective action to accelerate Africa’s integration agenda at a time of growing global uncertainty.
Commemorated annually on 7 July, Africa Integration Day marks the launch of the operational phase of the African Continental Free Trade Area (AfCFTA) in Niamey, Niger, in 2019. It celebrates Africa’s enduring vision of unity, shared prosperity and collective self-reliance.
The Chairperson @ymahmoudali emphasized that, in an increasingly fragmented global economy, deeper African integration is no longer simply an aspiration—it is a strategic imperative : “African unity is our greatest strategic asset. The AfCFTA is the defining economic project of our generation and our best opportunity to transform Africa’s immense potential into prosperity for all Africans.”
H.E. Youssouf noted that the AfCFTA brings together a market of 55 countries, more than 1.3 billion people and a combined GDP of approximately US$3.4 trillion. Yet, with intra-African trade still accounting for only around 16–18 per cent of the continent’s total trade, he stressed that Africa’s greatest opportunity lies not beyond its borders, but within them.
The Chairperson called on Member States to accelerate the implementation of the AfCFTA and other continental integration instruments by removing barriers to trade, harmonizing regulations and investing in the infrastructure that connects African economies. He underlined that roads, railways, ports, energy systems and digital connectivity are indispensable to unlocking regional value chains, industrialization and sustainable growth.
He further stressed that the free movement of people is essential to the success of the continental market. Facilitating the mobility of entrepreneurs, traders, professionals, students and workers, alongside the progressive implementation of the Protocol on Free Movement of Persons, will strengthen trade, investment, innovation and people-to-people integration across the continent.
The Chairperson also underscored that Africa’s integration agenda must deliver tangible opportunities for young people, women, entrepreneurs, farmers and small businesses, while reaffirming that peace, security, good governance and the Regional Economic Communities remain indispensable pillars of successful continental integration.
On this Africa Integration Day, H.E. Mahmoud Ali Youssouf called on all Africans to renew their confidence in the continent’s future and to work together towards the realization of Agenda 2063: The Africa We Want : “History will judge this generation not by the vision it inherited, but by the Africa it succeeds in building together. Let us move forward with unity, determination and confidence towards an integrated, prosperous and peaceful continent.”
The Chairperson reaffirmed the African Union Commission’s unwavering commitment to working with Member States and all partners to advance Africa’s integration agenda and translate continental ambitions into tangible benefits for every African citizen.

The President of the COP30 UN Climate Change Conference, H.E. André Aranha Corrêa do Lago of #Brazil , this afternoon paid a courtesy call on H.E. Mahmoud Ali Youssouf, Chairperson of the African Union (AU) Commission, at the AU Headquarters.
During the meeting, H.E. Corrêa do Lago conveyed a message of goodwill from H.E. President Luiz Inácio Lula da Silva, expressing Brazil's appreciation for the AU's active engagement & constructive contribution to the outcomes of COP30 held in Belém.
The Chairperson @ymahmoudali congratulated Brazil on its successful stewardship of #COP30 & commended President Lula's leadership in advancing global #climate action & multilateral cooperation.
He welcomed the progress made in Belém, particularly on climate finance, adaptation, & the operationalisation of the Loss & Damage Fund, describing these as important steps towards a more equitable global climate architecture.
However, the Chairperson underscored the persistent gap between commitments & implementation. He noted that many of the pledges made have yet to translate into meaningful support for vulnerable countries, while communities across Africa continue to bear the disproportionate impacts of climate change despite the continent contributing the least to global greenhouse gas emissions.
He reiterated Africa's longstanding call for climate justice & stressed the urgent need for accessible, predictable, & adequate climate finance that responds to the continent's adaptation & resilience priorities.
Chairperson Youssouf expressed confidence that the momentum generated in Belém would be carried forward by COP31 in Türkiye & COP32, to be hosted by Ethiopia. He invited Brazil to share its experience, technical expertise, & institutional capacity to support Ethiopia's preparations & contribute to the success of the conference.
H.E. Corrêa do Lago reaffirmed Brazil's commitment to promoting a fairer & more inclusive system of global climate governance that reflects the priorities of developing countries. He acknowledged Africa's pivotal role in the COP30 negotiations & its continued leadership in shaping the international climate agenda.
He informed the Chairperson that the Brazilian COP30 Presidency will present three implementation roadmaps later this year, focusing on ending deforestation, accelerating the transition away from fossil fuels, & advancing the delivery of the US$1.3 trillion climate finance goal.
They also exchanged views on Brazil's candidature to lead the Global Climate Facility, & Africa's candidate for the position of Director-General of the Food & Agriculture Organization (FAO), expressing confidence that both candidates possess the experience, leadership, & technical credentials required to advance the global sustainable development & climate agenda.

Joint Statement of the African Union–Russian Federation High-Level Consultations.
1. On 7 July 2026, the Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf and the Minister of Foreign Affairs of the Russian Federation, H.E. Mr. Sergey Viktorovich Lavrov, conducted high-level consultations at the Headquarters of the African Union Commission (AUC) in Addis Ababa, aimed at reviewing the state of cooperation between the African Union and the Russian Federation and exploring avenues for further strengthening their partnership. The consultations provided an opportunity for an open and constructive exchange of views on international and regional developments, including the evolving global geopolitical landscape, the state of multilateral cooperation, global governance reform, and peace and security challenges affecting Africa and the world.
Africa-Russia Partnership
2. The Chairperson of the African Union Commission and the Minister of Foreign Affairs of the Russian Federation reaffirmed the longstanding historical ties between Africa and the Russian Federation, founded on solidarity, mutual respect, sovereign equality, non-interference in internal affairs, and shared aspirations for peace, development and prosperity.
3. The two sides reviewed progress made in the implementation of the Memorandum of Understanding between the Government of the Russian Federation and the African Union on Basic Principles of Relations and Cooperation, signed by both sides in 2019, as well as the Russia-Africa Partnership Forum Action Plan 2023-2026 and Russia-AU Commission Action Plan 2023-2026, with a view to adopt a new action plan for the next three year period of 2027-2029, identify and address existing gaps and further deepen cooperation in areas of mutual interest, including in the lead up to the upcoming 3rd Africa-Russia Summit, scheduled on 28-29 October 2026, in Moscow.
Political Affairs, Peace and Security
4. The Chairperson of the African Union Commission and the Minister of Foreign Affairs of the Russian Federation exchanged views on global geopolitical and regional issues, and while stressing the primacy of dialogue, diplomacy and political solutions in addressing international disputes and crises, they reaffirmed their commitment to promoting peace, security, and stability across Africa and globally.
5. The two sides discussed peace and security developments across the African continent, including the situations in the Sahel region, the Great Lakes region, the Horn of Africa, Sudan and South Sudan and Libya. The Minister of Foreign Affairs of the Russian Federation reiterated his country’s support for African-led and African-owned approaches to conflict prevention, mediation, peacebuilding, and post-conflict reconstruction and development, in line with the principle of “African Solutions to African Problems”. Both sides highlighted the need for enhanced and sustained international support for African peace initiatives and institutions.
6. The two sides emphasized that predictable, adequate, and sustainable financing for African Union-led peace support operations authorized by the United Nations Security Council is essential to enhancing Africa’s capacity to respond to peace and security challenges. In this regard, they underscored the need for the timely and effective operationalization of the United Nations Security Council Resolution 2719. They called for continued cooperation among relevant stakeholders to ensure its full implementation in a manner that strengthens African-led solutions to African peace and security challenges.
7. The African Union Commission and the Russian Federation agreed on the importance of close coordination between the three elected African members (A3) of the UN Security Council and delegation of the Russian Federation in New York on matters of peace and security.
8. The two sides call for strict adherence to international law and the UN Charter in its entirety as the bedrock of international relations to maintain peace, resolve disputes peacefully and uphold sovereign equality.
9. The two sides highlighted the significance of the African Union theme of the 2026-2035 decade: “Justice for Africans and People of African Descent through Reparations”.
Multilateralism and reform of international governance and financial architectures
10. The African Union Commission and the Russian Federation reiterated their commitment to advancing effective multilateralism and restoring trust in the multilateral system, with the United Nations at its centre, to address emerging global challenges. Both sides stressed the need to approach the reform of the UN Security Council through redressing the historical injustice against Africa and treating the continent as a special case. In this regard, the Russian Federation expressed support for the African Common Position as reflected in the Ezulwini Consensus and Sirte Declaration regarding the urgent need for a comprehensive reform of the Council to ensure equitable representation of Africa in global decision-making processes.
11. The two sides underscored the urgent need for a more inclusive, equitable, transparent, deploticized and development-oriented international financial architecture that adequately reflects the priorities and realities of developing countries, particularly African States. They expressed concern over the disproportionate debt burden, high cost of capital, limited access to concessional financing, and vulnerability to external economic shocks faced by many African countries. In this regard, they called for strengthened international efforts to enhance debt sustainability, expand access to affordable long-term financing, increase the representation and voice of African countries in international financial institutions, and reform global financial mechanisms to better support sustainable development and economic resilience across Africa. They further emphasized the importance of mobilizing additional development finance, facilitating technology transfer and capacity building, and promoting fairer international trade and investment frameworks to mitigate structural constraints on Africa's growth and development. They also support the reform of multilateral development banks (MDBs), with the aim of expanding lending to developing countries, especially to African States, and assisting them in achieving the Sustainable Development Goals, diversifying the geographic and sectoral structure of MDB Project operations, and attracting financing from various sources, including in national currencies.
Food Security
12. The Chairperson of the African Union Commission and the Minister of Foreign Affairs of the Russian Federation expressed concern over the global food security situation, particularly its effects on African countries. They underscored the importance of ensuring the uninterrupted supply of food, fertilizers, and agricultural inputs to African markets and reaffirmed their commitment to strengthening cooperation in agriculture, enhancing food production and resilience, and supporting efforts aimed at achieving sustainable food security across the continent.
Health cooperation and response to the Ebola outbreak
13. The Chairperson of the African Union Commission and the Minister of Foreign Affairs of the Russian Federation expressed deep concern over the Ebola Virus Disease (EVD) outbreaks declared in the Democratic Republic of the Congo and the Republic of Uganda, and the growing risk of regional spread within and beyond Africa. The two sides agreed to explore avenues to enhance cooperation towards supporting Africa CDC in coordinating rapid response to contain the outbreak as well as enhancing preparedness and surveillance measures, laboratory systems, scientific research and public health capacity-building.
Energy and Infrastructure
14. On infrastructure and energy, the two sides expressed interest in exploring opportunities for collaboration in support of the Programme for Infrastructure Development in Africa (PIDA), energy access, industrial development, transport connectivity and technological advancement.
Economic Development, Trade and Investment
15. The Minister of Foreign Affairs of the Russian Federation reaffirmed support for Africa’s development priorities as articulated in Agenda 2063: The Africa We Want. In this regard, both sides underscored the importance of aligning future cooperation initiatives with the implementation of Agenda 2063, the African Continental Free Trade Area (AfCFTA), and the continent’s industrialisation and economic transformation agenda.
16. Both sides recognised the importance of expanding economic cooperation and increasing mutually beneficial trade and investment flows. In this regard, they encouraged closer engagement between African and Russian public and private sector institutions and welcomed ongoing efforts to strengthen Africa–Russia business cooperation mechanisms.
Institutionalization of dialogue between the AU Commission and Russia
17. The African Union Commission and the Russian Federation welcomed ongoing preparations for the forthcoming third Russia–Africa Summit on 28-29 October 2026, in Moscow, and expressed confidence that the Summit would provide renewed impetus to Africa–Russia relations and contribute to advancing common priorities.
18. Guided by the provisions of the Memorandum of Understanding between the Government of the Russian Federation and the African Union on the Basic Principles of Relations and Cooperation, signed on October 24, 2019, the two sides agreed to strengthen institutional dialogue, also by launching sectoral dialogues and expert consultations involving relevant entities from Russia and the African Union, aiming to foster systematic advancement of Russia Africa cooperation in priority areas. In this regard, both sides tasked their respective officials to continue consultations on follow-up actions arising from the present meeting.
19. The Chairperson of the African Union Commission expressed appreciation to the Minister of Foreign Affairs of the Russian Federation and his delegation for the constructive engagement and reaffirmed the African Union’s readiness to further deepen cooperation with the Russian Federation in pursuit of peace, sustainable development and shared prosperity.
20. The Minister of Foreign Affairs of the Russian Federation expressed gratitude to the Chairperson and the African Union Commission for the warm reception and reaffirmed the Russian Federation’s commitment to strengthening its partnership with Africa and supporting the continent’s peace, security and development aspirations.
21. The Chairperson of the African Union Commission and the Minister of Foreign Affairs of the Russian Federation agreed to conduct regular high-level political consultations (at least once a year) in order to establish a long-term, predictable framework for cooperation between Russia and the African Union. In this regard, both sides agreed to holding the next high-level consultations in 2027, at a mutually agreed date and venue.

The Chairperson of the African Union (AU) Commission, H.E. Mahmoud Ali Youssouf, received H.E. Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, and his delegation for the annual AU–#Russia High-Level Consultations at the AU Headquarters in Addis Ababa.
The consultations reaffirmed the growing Africa–Russia partnership, anchored in mutual respect, sovereign equality & shared interests.
Discussions between the two principals focused on expanding cooperation in trade, investment, infrastructure, energy, technology, food security, public health & industrialisation, in support of #Agenda2063 and the @AfCFTA.
The Chairperson @ymahmoudali welcomed Russia's growing investments across Africa, as well as its continued support in areas including humanitarian assistance, health, education, food security and capacity-building.
They also exchanged views on peace & security, African-led solutions to conflicts, implementation of UN Security Council Resolution 2719, UN Security Council reform in line with the Ezulwini Consensus, & strengthening multilateral cooperation.
Minister Lavrov reaffirmed Russia's support for a more representative & equitable UN Security Council, including permanent African representation.
He commended Africa's economic progress & echoed the Chairperson's call for greater value addition to Africa's agricultural products & mineral resources. He also reaffirmed Russia's support for strengthening the AU's institutional architecture, including the African Humanitarian Agency & the African Medicines Agency.
The Chairperson and Minister Lavrov reaffirmed their commitment to advancing the AU–Russia strategic partnership and to the successful preparations for the 3rd Russia–Africa Summit in October this year.
