The recent drinking water crisis in Bangalore has brought the nation's attention to the urgent need for water conservation. With a population of over 12 million, Bangalore's water woes may seem like a localized issue exacerbated by its high population density. However, a closer look reveals that the city is just one part of a larger drought belt stretching from Kasaragod in Kerala to Raygad in Maharashtra.

This severe drought, affecting millions of lives, can be attributed to various factors, including the failure of the southwest monsoon. In 2023, the monsoon rains in this region were 20% below average, leading to a significant reduction in water availability.

India, home to 18% of the world's population, has only 4% of the global freshwater resources. The average per capita water availability is a mere 1,545 cubic meters per year, far below the global average of ~5,000 cubic meters. And the key detail to note here is that 80-90% of this limited freshwater is consumed towards agriculture.

But in a way, this offers us some hope. Even if we reduce water consumption in agriculture by ~10%, it would nearly double the drinking water availability for the nation's 1.4 billion people.

In a previous post, we proposed a solution* to incentivize farmers to adopt sustainable agricultural practices by introducing a carbon sequestration component in the Minimum Support Price (MSP) formula. By creating a market mechanism where large emitters can offset their emissions by purchasing carbon credits from farmers, this reform would not only promote environmentally friendly practices and provide additional income to farmers, but also solve the drinking water crisis faced by millions of Indians.
