It has been a great honor to serve the Ukrainian people as the Minister of Defense.

Here is what our team managed to achieve:

1. Disabled Starlink access for Russian forces.

2. Took over a Ministry of Defense with zero budget, took a risk, reallocated funds from payroll from the end of the year, and effectively invested them in mid-strike capabilities, fiber-optic FPVs, low-cost reconnaissance, ground robotic platforms, interceptor drones, and deep-strike drones.

3. Launched "Logistical Lockdown", this cut off enemy logistics and initiated the isolation of Crimea.

4. Continued the funding program for the Drone Line.

5. Launched a support program for modern drone-assault units that rely primarily on advanced technologies in combat.

6. Introduced a 70% advance payment policy for procurements made via e-Points on the Brave1 Market portal.

7. Fundamentally overhauled the procurement system.

8. Procured thousands of pickup trucks, buggies, and ATVs for the military for the first time—and did so through open tenders.

9. The drone interception rate rose from 83% to 91%, and the cruise missile interception rate soared from 47% to 87%.

10. Contracted Patriot PAC-2 GEM-T missiles for the first time, and submitted an application through an EU loan to purchase PAC-3 missiles.

11. Launched a baseline drone supply system for brigades and corps.

12. Launched a massive grant program for manufacturers of explosives and missiles.

13. Initiated an unpopular but vital transformation of the military.

14. Conducted three UDCG meetings, where we successfully broke through the Russian information trap claiming our defeat, restoring partners' faith in Ukraine. This secured $40 billion in support announced for this year (excluding the EU loan).

15. Launched the mechanism to utilize the EU loan for our military priorities.

16. Found a way to scale cheap missiles against jet-powered Shaheds and signed a record-breaking contract.

17. Our domestic ballistics. We radically revised the technical specifications, maximized accuracy, and reduced the cost by 30%.

18. Signed a contract to procure Gripen fighter jets.

19. Collaborated with the military to plan and execute Operation Auchan, which halted the enemy's mechanized offensive for six months.

20. Opened up exports under the Drone Deal program to attract investment and scale up domestic defense-industrial complex (OPK) production.

21. Launched the Trophy Lab, providing partners with the opportunity to study captured Russian military technologies.

22. Launched the Defense AI Center A1 to accelerate the integration of artificial intelligence on the battlefield.

Менше двох тижнів тому я з побратимом були остатончо переведені з бойового ударно-розвідувального підрозділу в Міністерство Оборони.
Робити реформу якості. Державного гарантування якості.
В травні заступник міністра оборони @mstyslavbanik почав хантити мене очолити цю реформу.
Вперше виїхав з ним на каву в Запоріжжя з позицій наших екіпажів.
Згодо�� я таки погодився і влився в команду "реформи закупівель" тільки тому, що зрозумів, що це справді вікно можливостей для змін в найскладнішому та найкорупційнішому міністерстві і що ці люди тут «не про гроші», а про цінності і бажання змінити систему.
І пропрацювавши з командою Мстислава та Михайла півтора місяці - я ще більше зараз в цьому впевнений.
Десь близько місяця, ще не будучи переведеними, за сприяння командирів моєї попередньої в\ч, ми в МОУ займались підготовчими етапами до запуску реформи.
Реформа мала полягати в трансформації існуючого ГУ Д��Я (орган в структурі МО чисельністю в 1000+ осіб переважно військових, переважно полковників-підполковників)) в цивільну агенцію Q1 з військовими посадами і ринковими зарплатами та data-driven підходами, зниженням людського фактору при перевірках та вцілому у відході від радянської спадщини «воєнпредів», яка особливо досі нікуди не поділась.
З аналізом та аудитом процесів та функцій в існуючій структурі, які з самого початку наражались на нормальний такий спротив справжніх (переважно правда паркетних) полковників. З зляганням керівників «на больнічку», саботажем та блокуванням.
Але ми працювали. Норма��ивка, концепція, аудит штатної структури, бюджетування, старт розробки ризик-орієнтованої моделі оцінки контрактів та постачальників, пошук людей в core team з цивільного сектору для заведення іх в структуру МО та проектних офісів та переведенням-прикомандируванням фахівців з військ.
Активно-реактивний хантінг дата-аналітиків, проджектів-напрямківців, аудиторів, ризик-менеджерів, айтішних продакт-овнерів, юристів, фінансистів, бухгалтерів.
Когось завели-перевели, когось не встигли.
Робота з міжнародниками та антикором.
Пошук міжнародного фінансування реформи (знайшлось і дуже швидко, бо партнери у реформі були зацікавлені на 101%).
У тому числі було ініційовано початок вибіркового контролю якості дронів, бо це зараз ніяк не перевіряється, попри те шо ми на них тратимо на це ледь не третину оборонного бюджету. І при цьому в кожній бригаді є "паяльні" та майстерні, щоб допилювати закуплені БпЛА.
Я це ��о чого.
Ми то переведемось якось з МО в бойовий підрозділ, різати логістику і палить окупантів, ми це вмієм робити непогано.
Але впевнений, що вікно можливостей з докорінними реформами в МО сьогодні було свідомо закрите. Розходимось)
p.s.Враховуючи, що «реформа якості» була лише частиною «реформ закупівель» - я був на десятках нарад та синків де за день ламались мільярдні схеми. Чиїсь схеми, які там існували подекуди ще з часів Кузьмука)
p.s.s. Дякую крутій невеликій команді, які цілодобово тягнули усе це на собі.
Це було недовго, але круто і багато чого вдалось зробити.

Eleven people, including a child, have been injured in Kyiv during last night's Russian attack. Civilian infrastructure was hit even before the air raid alert was issued. Emergency crews are working at the sites of the strikes – apartment buildings, offices, and a theological seminary were damaged in the capital. Recovery efforts are also ongoing in the Odesa, Sumy, Kharkiv, and Chernihiv regions.

Over the course of the night, Russia launched more than 120 drones and 12 missiles, half of them ballistic. Our defenders managed to shoot down most of the targets – but not the ballistic ones.

We expect our partners to deliver on their promises regarding support packages agreed at the NATO Summit to help protect our people. We must move as swiftly as possible on licensing agreements for Patriots and the joint European anti-ballistic defense project. Currently, the top priority for all our institutions is to make this happen.

Last night, Kyiv came under a massive Russian attack. Russia launched 68 missiles and 351 attack drones. Response efforts are still underway. Damage has been recorded at more than 10 locations across the city, including residential buildings. All necessary services are on the ground, doing everything possible to rescue people and provide assistance to everyone who needs it. So far, 64 people have been rescued, including two children. As of now, it has been confirmed that, tragically, eleven people were killed in this attack. My condolences to their families and loved ones. Around 60 more people were injured.

In the Kyiv region, sixteen people were injured and three people were killed. My condolences to their families and loved ones. A fire is still burning at the site of the missile strike in Vyshneve. People are being evacuated from a residential area. More than 400 first responders and police officers have been deployed to deal with the aftermath of the attack.

Our warriors performed well today in intercepting drones and cruise missiles, but unfortunately not Russian ballistic missiles. And the reason lies in the insufficient supply of interceptor missiles. It is critically important that the world – first and foremost the United States and our European partners – come out of the NATO Summit in Ankara with strong decisions in support of our air defense, and thus the protection of ordinary people’s lives. As long as Patriot missiles remain in our allies' stockpiles, Russia is only encouraged to keep “vanquishing” residential buildings. The United States and Europe have enough strength to stop this terror.

Российский военный Даниил Туленков, откровенно написал о том, как его командир пытал гражданских в Бердянске. Людей насиловали при их детях.

Это не украинская пропаганда, не ИПСО. Это пишет реальный российский участник «СВО», который уже успел стать писателем и написать книгу “Шторм Z” про свой опыт на войне.

Фильм «Груз 200», который многие считали какой-то адской чернухой - на самом деле просто детский мультик, в сравнении с тем, что в реальности творят российские выродки.

Все это никогда нельзя забывать. Каждое такое признание очень важно запоминать и документировать. Чтобы никто потом не сказал, что этого не было.

The response to the aftermath of Russia’s attack is still ongoing in Kyiv: first responders are clearing the rubble, searching for people, and providing assistance. Damage has been reported at more than 20 sites across the city, most of them ordinary residential buildings. There was also damage to an ambulance station, a research institute, a hotel, and businesses.

As of now, we know that, tragically, 13 people were killed in this Russian strike. My condolences to their families and loved ones. More than 90 others were injured. Everyone who needs help is receiving all necessary assistance. Five people were wounded in the Kharkiv region, including a child, and two more in the Kyiv region, where civilian infrastructure was also targeted. Overnight, Russia also struck the Sumy, Dnipro, Zaporizhzhia, and Cherkasy regions.

In total, Russia launched more than 70 missiles of various types against Ukraine overnight, nearly half of them ballistic missiles, along with almost 500 attack drones, including jet-powered “shaheds.” The main strike was directed at Kyiv. Our air defenders managed to shoot down a significant number of the incoming targets, but not all of them.

Air defense supplies for Ukraine are an absolute and critical priority. Contributions to the PURL program remain essential – they directly help save lives. Every bilateral agreement we reach with our partners on air defense truly makes a difference. I am grateful to every leader who is helping.

It is especially important that we move forward with implementing our agreements on the production of anti-ballistic capabilities. We also very much count on a decision by the United States regarding licenses for Patriots and other forms of cooperation. These are the kinds of steps that can stop this war and prevent attacks like this. I thank everyone who stands with Ukraine, with our people, and with our efforts to protect life.

Так смішно читати аргументи деяких поляків під дописом Буданова, немов "через вашу глорифікацію УПА - вам закрита дорога до ЄС" (або інше формулювання - "до всього цивілізованого світу!").

Так само ми сміялись з побратимами по бліндажах, коли читали чергову заяву чергового "когось", що Україну не візьмуть в НАТО/лігу націй/студентське братство/ЄС/Антанту (підкреслити необхідне), бо Україна знову "не відповідає певним вимогам" (а не через те, що європейське суспільство інфантильне та відверто боїться, ні ні ні ).

І якось мене запитали на кримський платформі: "але ж в Криму тепер мільйони росіян, які переїхали в Крим після окупації. Що з ними робити?".

Тоді я стушувався, бо хотів відповісти максимально дипломатично (нахуясь).
Зараз я впевнений, що в питанні з русскімі в Криму - нам однозначно ТРЕБА РІВНЯТИСЯ на цивілізованих європейців!
��к приклад - депортація німців з судетської області, в 1946 році (ще й санк��іонована Постдамською конференцією, до речі).
3 (три) мільйона німців було депортовано.
В 1958 році західнонімецький уряд повідомив про загибель 270 000 серед депортованих (не тільки тих, що загибли насильницькою смертю, а й тих, хто загинув від голоду, хвороб, etc etc).
Пізніше цю цифру спростували, й зменшили кількість загиблих до 15-30 тисяч (бо не положено вчорашньому агресору жалітися).
Тут варто б ще згадати за аналогічні депортації німців з Польщі (депортованих за різними оцінками до 9 млн, загиблих ~3 млн... Це вже 1946+ рік, раптом що 🙂) але не будемо...

Тому я твердо впевнений, що з усіма російськими агресорами на території Криму та інших окупованих українських територіях нам варто поступити так само, як це робили наші європейські колеги з німцями, після Другої Світової війни, тобто згідно-відповідно до європейських цінностей!🙂

Тільки є одне питання: щоб нас таки прийняли до "цивілізованого світу" та ЄС - треба щоб російські агресори понесли післявоєнні втрати в якій кількості?
Бо раптом цифра буде замала, й знову нас НЕ ПРИЙМУТЬ до ЄС...

Why so many Ukrainians speak russian? Let me explain.

But first, let me ask you a question: Why do Irish and Scotts speak English, Catalans and Basques speak Spanish, Bretons speak French, etc. You probably know the short answer. But let me put a longer one. Ukrainian language was banned by russia 134 times! Here are most notable events:

1720: A decree by Tsar Peter I banned the printing of books in Ukraine.
1753: A decree by Catherine II prohibited teaching in the Ukrainian language.
1768: A decree from the Synod of the russian Orthodox Church called for the confiscation of Ukrainian primers from the population.
1775: Closure of Ukrainian schools after russian troops destroyed the Zaporizhian Sich.
1830-1840s: russification of Ukraine intensified. Even the very name "Ukraine" was prohibited to be used.
1889: At an archaeological congress in Kyiv, it was permitted to read papers "in all languages except Ukrainian."
1895: A ban on Ukrainian children's literature.
1914: A ban on the Ukrainian press.
1938: Mandatory study of the russian language was introduced throughout Ukraine. At the same time, there was a mass closure of national schools, and the prestige of the Ukrainian language declined.
1926-1939: Physical deportations of Ukrainian activists accused of nationalism. Four family members on my mother’s side were deported.
1929: Newly printed dictionary of Ukrainian was prohibited.
1960s: Arrests and extermination of the young generation of Ukrainian intelligentsia.

130 years ago, Ukrainian-speaking area was not limited by Ukraine, but also some parts of russia and Belarus spoke it (see the red area, that's the result of russian Empire census in 1897, when people identified themselves by the language). So, when someone says that some region of Ukraine is “russian speaking”, read the above list again. It’s a miracle that Ukrainian language even survived, and many people sacrificed their lives for it.
