The core issue here is a systems design problem.

FFXIV ranked pvp allows users to "sync" their queue with one another. There is no randomized queue delay, and it's allowed win trading and boosting for years during low-pop queue times.

It wouldn't completely fix this issue, but if @FF_XIV_EN enforced a 1 second - 2 minute randomized queue delay on all competitive Crystalline Conflict duty finder players, it would likely improve the situation. This delay must be server side.
