@Victoria_Payne Yep! And having to choose yes/no/indifferent meant that we had to turn all out 'yes, but only if X' responses into 'nos'... Making our response look even more negative than it was.

This brilliant reporting, and our work on the living conditions in some PDR homes was one of the most striking things I worked on at @theTCPA. People don't realise how absolutely vast the problem is, or how slums are hiding in plain sight, especially in the South East.
