@mario4thenorth Great example is Kamloops BC. We had a referendum for a new giant "Arts Centre" which was soundly defeated. City Council still wanted it so they had another "referendum", where you had to vote against it to say NO, but all non-voters were counted as a YES vote. Criminal!
