PCA Study Committee on Christian Nationalism admits that holding more historic views on government and the Christian magistrate is permissible, however these views cannot be stated aloud, claiming it breaks vow 5.

The term "aggressive" here is unhelpful. Gagging congregants for holding historic and non-sinful positions would cause the Christian to break vows 3 & 4.
