This compounds over time; an area doing well, would continue to invest above goods inflation but below household income growth. Meaning councils can spend as long as their people are better off.

All companies are aligned to what motivates them. If councils were forced to be under household income growth, they will focus less on waste and more on growth which makes their people better off.
