I'm no expert at all! but the armchair familiarity I have w/ some histories of civil wars (Spanish Civil War, Lebanon, Vietnam, Syria, Yugoslavia... 20 per year, evidently!) suggests foreign .mil intervention has a lot to do with outcomes? But I'd be curious what historians say.
