EC sources saying counting will be delayed if VVPAT slips are counted before.

1st vote was polled on April11, 7am. Counting at 8am on May23.

If Indians could wait for 42 days 3,632,400 seconds, 60,540 minutes, 1009 hours i.e 11.52% of 2019, then surely some hours wouldn't hurt!
