Update: Iraqi oil Exports through Syria’s Baniyas Terminal to EU Ports

Two more tankers loaded with a combined 113,000 MTs of crude were exported. The first tanker ANGERONA (IMO:9403475) owned by trading house TRAFIGURA & chartered by REEDEREI. The Second tanker SEAVELVET (IMO9843211) owned by Martinos’ THENAMARIS is signalling for Rotterdam.

Iraqi Oil Export via Syria Baniyas

So far, over 300,000 MTs of crude oil were exported via baniyas spread over 8 separate shipments.

Most of the exports from Baniyas were delivered to Egypt.

Note: Basra-Haditha pipeline was supposed be given to china by previous Iraq PM Sudani under “china/iraq oil-for-infrastructure” agreement.

CHEVRON to take over West-Qurna oil fields (Basra) — After Russian firm LUKOIL was forced out by U.S sanctions. In addition, CHEVRON signed MOU with Syrian Petroleum Company to rehabilitate HADITHA-BANIYAS pipeline.

Nir Rosen published an article recounting his work in Syria for the International Crisis Group, attempting to exonerate Fadi Saqr of war crimes, and claiming he accompanied Khaled al-Ahmed to meet al-Sharaa in 2022. He uses Amjad Yousef and Tadamon Massacre as a backdrop and ends the article citing his conversation with Hassan Soufan.

CCC (Said Khoury family/SABBAGH) & Houston-based CREST ENERGY (Jamal Daniel/ ALMONITOR) sign MOU to establish new firm in Syria & Iraq. Crest owns WesternZagros which operates Kurdamir block in Kurdistan. It’s a member of APIKUR and is a partner of HKN (Ross Perot/US CHAMBER OF COMMERCE).

According to Bloomberg, Syria is buying 40,000 Barrels/Day of Russian Oil. Some of it via floating storage in Egypt’s Mersa El-Hamra (which confirms my research bellow)

Note: The figure is likely higher as Bloomberg data doesn’t include all the deliveries due to Russian tankers turning off their trackers (AIS Spoofing).

Syria receives Russian Oil shipments via Egypt

Two Russian tankers arrived at Baniyas Oil Terminal carrying Oil & Fuel. The tankers are part of Russia shadow fleet and are heavily sanctioned for previously delivering oil to Iran.

Note: Increasingly, Egypt Ports are being used as stop-over for commodities trading between Syria & Russia in addition to Egypt’s own commodities exports to Syria.

Current US Commerce Licensing policy

The Export Adminstration Regulations (EARs) are the main barrier to trade between US & Syria. The repeal of Syria Accountability Act (2003) is necessary to remove restrictions on export licensing. The Bureau of Industry and Security (BIS) issued the Syria Peace & Prosperity License, last year, which allowed uncontrolled items (EAR99) to be exported without license. However more needs to be done for recovery in energy, aviation, and transportation.
