▪️ #Mitigation down🔻 to Rs 124 bn
▪️ #Environment Protection budget🔻 reduced by 18% compared to FY2025
▪️ #Disaster allocation up⏫️ 132%, but largely after disasters occur
Government has introduced EV Adoption Levy (22.481 Bln) along with Climate Support Levy (50 Bln). The point is if Climate Fund is not notified all the revenue is becoming part of general revenue stream!!!!

🔸برابر آمدنی، برابر ٹیکس — یہی اصل معاشی اصلاح ہے۔
🔸جب تک retailers، wholesalers، property اور undocumented businesses کو منصفانہ انداز میں tax net میں نہیں لایا جاتا، documented طبقے پر مزید بوجھ ڈالنا معاشی انصاف نہیں بلکہ معاشی عدم توازن ہے۔

Govt’s economic result card is out. Although most of the targets got missed but the performance in many cases is better than last 3 years. Especially resilience shown by our agriculture sector despite the floods of 2025 is a promising sign. One must keep in mind that this stabilisation is without enough insulation. We are still quite vulnerable to external shocks. In this context today’s budget should keep stabilisation but widen its purpose. It should protect the primary surplus, broaden the tax base, reduce energy import exposure, fund water security and make social protection shock responsive.

Today is #WorldEnvironmentDay with the theme #NowForClinate. Even a cooperative world would struggle with the needed collective climate actions to save the planet and humanity from the impacts of climate change. The world being asked to act is fragmented and divided. Climate Action now competes with wars, sanctions, trade tensions, energy insecurity and debt pressures. However complacency is not an answer.

Are we ready for #ClimateWhiplash?
“Climate whiplash” describes rapid swings between extremes (hot/cold, dry/wet) driven by disruptions in atmospheric circulation due to global warming. It is affecting most parts of Europe this week. Where the temperature has swung 15 degree centigrade within a week. The maximum was around 18 degree celcius on May 17 and yesterday it went up to 34.8 in London (the highest for May in UK since 1944).
These swings increase risks for public health, infrastructure, agriculture, and #energy systems. Short-term records are symptoms of a longer-term trend.
Rich countries can scale up mitigation and resilience. Countries like Pakistan will have to strengthen #adaptation at local level. Climate whiplash can lead to extreme #FoodInsecurity along with other risks. Are we ready for it?

The IMF’s latest review and the numbers released by @StateBank_Pak confirm that the macroeconomy is better than last year. The govt has committed with IMF to continue fiscal consolidation, raise tax revenues and resist providing debt-creating popular relief. In principle, this must be appreciated. However, the govt must recognise that salaried workers, documented businesses & indirect taxpayers are overburdened by taxes. They will happily continue to bear this burden if they see taxable income in agriculture, real estate, retail, services and other undertaxed areas being brought into the net. If that does not happen, the fiscal deficit may narrow, but the trust deficit between citizens and the state will widen.
Essentially, the budget for the next fiscal year will determine if the government is serious about reducing this trust deficit.
What else will be in the budget?. I have tried to decode the Memorandum of Economic & Financial Policies (MEFP) submitted by GOP to the IMF for @thenews_intl today.
