Perhaps if I was with a baby always around water. They can learn to tread water. I know because many years ago, I had a pool class of very kids. It was very successful. The parents were delighted with the results.

I think at 1st I would call 911. If they took too long I would break the window, after I had check all of the doors & the trunk lip to see if any are unlocked.
