In startups, commitment often precedes the rules.
Not as an exception to the system, but as its native condition.
The organisation is still recursively defining itself: roles stabilise through action, authority emerges through use, ownership is clarified after collision, and process appears only once repeated ambiguity becomes too expensive.
The anxiety is not irrational.
It is the felt experience of entering a system before its interfaces have hardened.
The question is not whether the rules exist yet.
It is whether the system can metabolise ambiguity without turning it into coercion.
