This week I conducted a two-day specialist training programme on #whistleblowing for the Internal Control Department of the National Anti-Corruption Bureau of Ukraine (NABU). The training was supported by the European Union Anti-Corruption Initiative in Ukraine.

@WB_UK @Gabriel_Pogrund I agree it could be clearer on this but there is scope to rectify/strengthen this in national legislation provided that there is a strong push by civil society/ subject matter experts over the next two years

@WB_UK @Gabriel_Pogrund Biggest challenges is that only protection against NDAs is in s.43J PIDA. Not enough people know about it. Beyond that there is there is a strong body of jurisprudence in confidence/ privacy cases but you need expertise to locate these. EU Directive is much stronger on this.

Mandatory internal reporting runs contrary to the ECtHR jurisprudence and natural instinct of citizens to report directly to authorities. This disproportionate restriction of workers' art.10 rights would undermine the ability of authorities to prevent harm #whistleEU
