Despite denial statements from the South African Police, video from Bellville, Cape Town appears to show officers strangling and suffocating Chika Ibe, a Nigerian from Abia State.
Chika Ibe later died.
The Independent Police Investigative Directorate (IPID) has opened an investigation into the incident.
