이번 기회를 놓치면 개헌은 더 기약 없는 일이 될 것입니다. 그런 상태로 시간이 흐르다가 다시 또, 제2의 12.3 사태가 생긴다면, 윤석�� 같은 사람이 다시 나타나면, 오늘의 이 결과가 얼마나 통탄할 일이 될 것인지는 생각만으로도 두렵습니다.

개헌은 나라의 미래입니다. 개헌에 정략을 끌어들이게 되면 나라의 미래를 열어갈 수 없습니다. 개헌을 정쟁의 대상으로 삼으면 국민의 안녕을 만들어갈 수 없습니다.

이대로 국회의 책무를 멈춰서는 안 될 것입니다. 나라의 미래와 국민의 안녕을 위해 힘을 합쳐야 합니다. 정쟁으로 국민의 뜻을 꺾어서는 안 됩니다. 표결에 참여하지 않은 의원님들께서는 무엇이 국민 속에서 함께하는 길인지, 무엇이 헌법기관으로서 책임을 다하는 길인지 다시 한번 깊이 생각해주시기 바랍니다.

국회는 국회의 책임을 다해야 합니다. 선진 대한민국을 위기로 내몰았던 불법 비상계엄, 온 국민을 고통에 빠뜨린 그 내란사태를 겪고도 이 개헌조차 못 한다면 그것은 정말로 너무나 부끄러운 일입니다.

We strongly urge the impeachment of President Lee Jae-myung, who seriously defamed the honor of the entire nation and caused harm to national interests, such as the tourism industry, by tarnishing the national image through the dissemination of the clearly false claim that "South Korean citizens likely have the highest number of criminal records in the world" during the Cabinet meeting on April 14, 2026. Furthermore, we demand a rigorous investigation into Ministry of Justice officials who deceived the public by defending the President's fake news.

. The President's Dissemination of Clearly False Facts and Defamation of the People's Honor

On April 14, during an official Cabinet meeting, President Lee Jae-myung stated, "South Korean citizens likely have the highest number of criminal records in the world," and "Most people have a criminal record." However, according to an analysis by the National Assembly Research Service, as of 2022, the number of convictions per 100,000 people in Korea was 384, which is significantly lower than that of major developed nations such as Germany (769), Denmark (892), and Switzerland (1,158). The President has branded our innocent citizens as criminals using unverified fake news, which constitutes an act of defamation that seriously undermines the social values ​​of the entire nation.

2. Condemnation of the Loss of Legal Equity and 'Selective Justice'

Currently, the prosecution and police have summarily indicted YouTuber 'OOO' on charges of violating the Framework Act on Telecommunications, claiming that the act of reading viewer comments was intended to 'harm the Korean tourism industry.' Furthermore, they are applying a harsh standard by applying for an arrest warrant against YouTuber OOO, who raised suspicions regarding the President.

According to the same logic applied to YouTubers, the President’s remarks, which tarnished the national image and hindered the attraction of tourists by portraying the Republic of Korea as a "criminal paradise," constitute a serious violation of the Framework Act on Telecommunications with the "purpose of harming the state."

It is an abuse of power that undermines equality before the law for a government that goes so far as to request arrest warrants for allegations raised by others, labeling them "fake news," to forcefully defend the President’s clearly false statements by citing "court statistics as the basis."

3. Necessity of Impeachment

The President has a duty to uphold the Constitution and protect the fundamental rights of the people. However, the respondent, Lee Jae-myung, has instead insulted the people—the sovereigns—with false facts and damaged national interests. The behavior of Ministry of Justice officials, who even distort figures from the Supreme Court Judicial Yearbook to defend the President’s remarks, demonstrates the collapse of public service discipline. Distorting facts to tarnish national prestige and defame the honor of the people constitutes a grave violation of the Constitution and laws; therefore, the National Assembly must immediately initiate impeachment proceedings.

4. Conclusion

We can no longer tolerate a government that packages its own mistakes and fake news as statistics while silencing public criticism by labeling it "fake news."

We strongly petition the National Assembly to impeach President Lee Jae-myung and conduct a thorough investigation into those involved, in order to restore the pride of the Korean people and uphold broken justice.

Because of Lee Jae-myung, over 60% of the population in the region—excluding specific areas in Jeolla Province—is suffering greatly.

1. The President’s Dissemination of Clear False Information and Defamation of the People

Representative Jeon Han-gil and Pastor Son Hyun-bo were reported to the authorities, and Pastor Son Hyun-bo was sentenced to six months in detention and served in a correctional facility. Fortunately, the case against Representative Jeon Han-gil was dismissed.

This is merely the beginning. Lee Jae-myung will censor even ordinary citizens, monitor Instagram, X-rays, threads, Facebook, KakaoTalk, and Naver comments, and send them to prison.
