With profound sorrow, we have received the tragic news of the martyrdom of eminent and highly respected religious scholar, Sheikh al-Hadith Maulana Muhammad Idrees, a distinguished teacher at Darul Uloom Haqqania, Akora Khattak, who was martyred earlier this morning.
(إِنَّا لِلَّـهِ وإِنَّا إِلَيْهِ رَاجِعُونَ)
The Embassy of Afghanistan in Islamabad unequivocally condemns this heinous and cowardly act in the strongest possible terms. The loss of the late Sheikh is not only a significant tragedy for Pakistan, but also a grave loss for Afghanistan and the broader Muslim Ummah.
We extend our sincerest and deepest condolences to the bereaved family, relatives, and loved ones of the deceased, as well as to the esteemed religious scholars of Pakistan—particularly the teachers and students of Jamia Haqqania—and the wider Muslim community. We pray to Almighty Allah to grant the departed soul the highest degree in Jannat al-Firdaus and to bestow patience, strength, and fortitude upon his family during this difficult time.

Today, the newly appointed Head of United Nations High Commissioner for Refugees (UNHCR) in Pakistan, Mr. Oscar Manuel Sanchez, met with the Ambassador of Afghanistan H.E. Mawlawi Sardar Ahmad Shakeeb.
At the outset, the Afghan Ambassador warmly welcomed Mr. Sanchez and held detailed discussions on the challenges faced by Afghan refugees, available facilities, and the need to enhance services for returnees. Mr. Shakib noted that Afghan refugees are encountering numerous difficulties at registration and check-in centers, including prolonged waiting times, high temperatures, and inadequate facilities, which have led to serious hardships. He proposed that the registration process, carried out by UNHCR in coordination with NADRA, be strengthened through an increased deployment of Mobile Registration Vehicles (MRVs) to all districts and zones.
Mr. Shakib further emphasized that the service capacity at VRC centers should be enhanced, including increasing the number of counters, staff, and working hours. He also underscored that reactivating dedicated complaint-handling units at these centers would be effective in preventing unnecessary harassment, excessive delays, and potential misconduct.
He also highlighted the challenges faced by Afghan students, stating that they are encountering significant difficulties in the verification of their academic documents. He stressed that, as a humanitarian matter, this issue requires the attention of all relevant stakeholders, noting that it has already been raised with the Government of Pakistan.
In conclusion, the Ambassador called for the improvement of humanitarian and service facilities at all registration and check-in centers, including the provision of safe drinking water, sanitation facilities, medicines, and proper arrangements for food, so that refugees may return to their country with dignity.
Meanwhile, the newly appointed Head of UNHCR in Pakistan expressed appreciation for the Ambassador’s proposals and assured that necessary measures would be taken to enhance facilities at VRC centers. He added that the issue of Afghan students’ documentation has previously been shared with the relevant Pakistani authorities and will continue to be pursued. Mr. Sanchez further stated that UNHCR will establish a dedicated center for complaint handling and appointment scheduling, enabling Afghan refugees to directly communicate their concerns through designated mobile numbers.
Finally, the Head of UNHCR requested the Ambassador to facilitate permission from the Afghan authorities for a number of UN vehicles, carrying humanitarian assistance and currently held in Pakistan, to enter Afghanistan. He noted that this request has also been raised with the Government of Pakistan.

Speech by H.E. Mawlawi Amir Khan Muttaqi, the Minister of Foreign Affairs of the Islamic Emirate of Afghanistan, at the “Afghanistan & Central Asia Consultative Dialogue” meeting, hosted at the initiative of the Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan.
الحمد لله رب العالمین والصلاةُ والسلامُ على رسوله محمد و علی اله و اصحابه اجمعین.
اما بعد:
Honorable Ministers and Representatives of the Republic of Uzbekistan, the Kyrgyz Republic, Turkmenistan, the Republic of Tajikistan, and the Republic of Kazakhstan;
And all esteemed guests and participants;
Assalamu Alaikum wa Rahmatullahi wa Barakatuh
Good morning to you all.
I am pleased that today we are witnessing the convening of the first Consultative Dialogue Meeting between Afghanistan and the Central Asian countries in the beautiful city of Kabul. This meeting, initiated by the Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan and with the participation of high-level representatives from the Republic of Uzbekistan, the Kyrgyz Republic, Turkmenistan, the Republic of Tajikistan, and the Republic of Kazakhstan, constitutes a multilateral consultative political mechanism aimed at exchanging views and consultations on regional developments, enhancing diplomatic coordination, and exploring practical joint avenues to further expand cooperation between Afghanistan and the Central Asian countries—particularly in the areas of economic engagement, trade, transit, and regional connectivity.
Over the past nearly five years, the Islamic Emirate of Afghanistan and the Central Asian countries—namely the republics of Uzbekistan, Kyrgyzstan, Kazakhstan, Tajikistan, and Turkmenistan—have taken tangible and effective steps to further strengthen bilateral relations as well as economic, transit, and regional cooperation. Today, we are witnessing a narrative of opportunity, cooperation, and regional convergence between the two sides. The pragmatic, opportunity-oriented, and cooperation-focused approach of the Central Asian countries toward Afghanistan—emphasizing political engagement and economic and transit cooperation—represents a successful model of mutual trust and collaboration at the regional level.
This meeting will focus on the following core objectives:
- Strengthening political dialogue and diplomatic coordination between the Islamic Emirate of Afghanistan and the Central Asian countries;
- Identifying new opportunities for cooperation between Afghanistan and the Central Asian countries within the framework of a regional, economy-centric approach;
- Exchanging views on regional developments and the role of cooperation in strengthening stability and sustainable development.
We hope that, through the holding of this meeting and through joint efforts, by evaluating all opportunities and challenges concerning relations between the Islamic Emirate of Afghanistan and the Central Asian countries, we will be able to chart a roadmap for comprehensive cooperation between Afghanistan and the Central Asian countries in the political, trade, transit, security, and climate change domains for the future of our partnership.
Today, we have gathered at a time when, on one hand, the international system is facing serious challenges and profound questions, and on the other, various misconceptions and contradictory narratives have emerged. While we witness dynamic economic activity across the Asian continent—particularly in the Eurasian region—West Asia continues to grapple with war and its unwelcome security, political, and economic consequences.
In this context, Afghanistan and the Central Asian countries are undoubtedly also affected by these trends. We need to manage our common challenges in a coordinated manner and make effective use of existing capacities to achieve development, prosperity, and regional convergence.
