My vote: IRS. It administers the child credit now and since the child allowance is a one-year provision with a somewhat uncertain future, a successful roll-out is essential. Think IRS has better chance of accomplishing that goal.
But most importantly, let's not lose sight of the fact that any benefit reaching many very low-income children will provide much needed aid and investment in children.
