Dear Mr Giles,
We are the editorial team at African Conflict Line. We are preparing an article on Russiaâs influence in Africa following the recent RussiaâAfrica Summit, with a particular focus on the Africa Corps and the implications for European security.
Your expertise in Russian strategy and military and non-military instruments of influence would be invaluable to our reporting. We would appreciate your perspective on the following questions:
How do you assess the outcomes of the recent RussiaâAfrica Summit in Moscow? Which results indicate a substantive increase in Russian influence, and which are primarily symbolic or serve propaganda purposes? What should we monitor to assess whether the announced commitments are being implemented?
What role does Africa play in the Kremlinâs global strategy today? What matters most to Moscow: access to resources and military infrastructure, diplomatic support, or opportunities to put additional pressure on European countries?
What has the transition from Wagner to the Russian Defence Ministry-controlled Africa Corps changed? To what extent have its tasks, command structure and role in supporting incumbent governments evolved, and which elements of the previous model remain?
Russia presents itself as a defender of African sovereignty. Under what circumstances does security cooperation with Moscow instead create dependence on Russian weapons, instructors and political support? What options do African governments have to avoid such dependence?
What threats could Russiaâs military presence in Libya and the Sahel pose to Europe? Where is there already verified evidence that Moscow is using this presence to exert pressure, and where are we still discussing potential scenarios, particularly regarding migration, information operations and Mediterranean security?
You are welcome to send written responses here or to [email protected].
Thank you for considering our request.
Kind regards,
The African Conflict Line editorial team
