Yesterday at the State of the Nation Address, H.E. @KagutaMuseveni delivered a clear message.

President Yoweri Kaguta Museveni has emphasised the importance of strengthening modern agricultural practices, including zero grazing and improved pasture management, as key drivers of increased productivity and wealth creation.
He cautioned against outdated and fragmented inheritance practices, noting that such systems often contribute to poverty by breaking up productive family units and reducing economic efficiency. He stressed the need to shift towards more organised, family-based economic models that support large-scale production and job creation.
The President highlighted agriculture as a central pillar of Uganda’s transformation, while reaffirming the importance of other sectors such as manufacturing, services, and ICT in driving inclusive economic growth.
He observed that one of the major challenges facing Africa over the years has been “ignorance,” where people often underestimate the value of their own resources and productive activities.
President Museveni further noted that development requires a strong understanding of both local realities and scientific approaches, stressing that Uganda’s transformation must be rooted in practical knowledge and continuous adaptation.
He ended his address by presenting the Government’s Executive Programme to Parliament, noting that a total of 38 Bills are being tabled for consideration as part of the national legislative agenda aimed at advancing socio-economic transformation. #SONA26

These were some of the President's key messages today as he addressed Parliament during the State of the Nation Address. I agree that Uganda needs selfless, people-centered, and intentional leaders if we are to make a significant leap towards sustainable middle-income status.
Leadership should be about service, results, and improving the lives of citizens. As a nation, we can achieve more when leaders are accountable and committed to the common good.

If a man is standing inside a house, I don't need to prove he walked through the door; his presence inside tells me the process of entering is concluded. Similarly, his clearance by the Committee tells us the process of compliance is concluded. If you as Joel argues that he's still outside, you'll need to show us the door.

It is entirely fair to point out how unfortunate and problematic it is that Dr.Lawrence Muganga was told he holds three citizenships. That is a serious issue that deserves a factual, rigorous debate.
However, leveraging a falsehood to justify an otherwise valid point completely undermines the integrity of the argument. To claim that HE @adoniaayebare holds dual citizenship is factually incorrect. He holds exactly one citizenship a fact he explicitly clarified and publicly stated in the news just today.
An argument is only as strong as its truest premise. When you rely on easily disprovable misinformation to score a point, you don't strengthen your position instead, you compromise your credibility and cheapen the very grievance you are trying to air. If we want to have an intellectually honest discussion about citizenship and fairness, we must ground it strictly in verified facts, not convenient fabrications.
@EdwinMusoni let us establish the legal reality of who the Banyarwanda are in this context. Under the Third Schedule of the 1995 Constitution of the Republic of Uganda, the Banyarwanda are explicitly listed and recognized as one of the indigenous communities existing and residing within the borders of Uganda as of February 1, 1926. This means a Ugandan Munyarwanda is a citizen by birth by virtue of constitutional text.
The semantic confusion regarding the terms "Rwandese" and "Munyarwanda" stems from failing to separate an ethnic identity from a geopolitical nationality.
Munyarwanda is an ethno-linguistic identity but Rwandese/Rwandan refers to a national of the Republic of Rwanda.
Just as the Luo cross geopolitical borders existing natively as Kenyan Luos, Ugandan Luos, and South Sudanese Luos, the Banyarwanda are natively split by colonial boundaries. A person can be ethnically a Munyarwanda while being geopolitically and purely a Ugandan citizen by birth. To say "I am not Kenyan, ndi mu na Kenya" misses the logic entirely. It equates a modern state passport with a transnational pre-colonial heritage.
Therefore, the only legally sound issue affecting the current vetting process is the specific question of dual citizenship, not the candidate's tribe.
If we follow your logic, then no contract could ever be signed and no deed could ever be transferred, because you would be forever stuck in the 'initiation' of the act. At some point, the law declares a process concluded, and in the case of a vetted Minister, that point is the clearance by the Appointments Committee.
