@MeghUpdates Only thing that can be done to keep this in check is mass sterilization and vaccination of dogs.
Sterilization here is more effective as the later requires periodic injection.
The problem here is not just rabies the problem is dog bite.
We need to keep their population in check.

@MeghUpdates Previously stray dog population were in check as most of new born puppies die during winter, lack of food, etc.
But now people usually make some arrangements for stray dog stay like cardboard box and also they give plenty of foods to them. So lack of food is not the problem.
