drew suggests that the city could address the inequity of this ordinance by allowing elderly & disabled people to fill out a waiver form to exempt them from being fined for not clearing their own snow.
drew describes the anxiety & desperation many of the people they help feel - the city code shifts the burden to individuals & charges them for not removing the snow from the sidewalks outside their homes.
