I have received yet another complaint against the Chief Commissioner of Customs, Patna Zone @cusprevpatna , regarding his alleged involvement in the smuggling of Erica nuts (monthly 50 lakhs). This further reinforces the repeated complaints—both by the Associations and by individuals—about how the Customs Department has become a safe haven for certain IRS officers to thrive in corruption and amass huge amounts of illegal money through smuggling activities, particularly Erica/betel nuts and, more recently, gold smuggling at Lucknow Airport. It also includes the alleged auctioning of Nepal-border postings by the Chief Commissioner himself, where high-revenue postings are arbitrarily labeled as “Most Sensitive” without any legal basis.

This smuggling activity is termed as “taking line” in common saying in customs department.

All associations have opposed this kind of illegal classification and the institutionalized sanctioning of corruption in Customs. However, no action has been taken, as these officers continue to receive protection through a powerful network of IRS officers. They have a vested interest in maintaining a steady stream of illegal monthly income within Customs.

The root of the problem lies in the fact that @dgovcbic functions more to shield IRS officers than to ensure accountability. The IRS forms a tightly knit group within @cbic_india , occupying all supervisory posts and effectively blocking the upward mobility of honest subordinates. Through this network, they maintain their grip on the department, enabling corruption to flourish and departmental resources to be looted with impunity. Despite thousands of complaints to the @FinMinIndia , no reforms have been initiated. Citizens and taxpayers are left at the mercy of a corrupt system where honest officers cannot survive. I lost my job in the hands of a notorious corrupt IRS officer on the grounds of writing such complaints to ministry. This shows how their gang has stronghold in ministry itself.

It is imperative to investigate the content of the attached complaint and auctioning of the so-called “Most Sensitive” posts. For instance, despite repeated complaints against a former Additional Commissioner in Lucknow Customs Preventive @cusprevlucknow —allegedly involved in organized gold smuggling at the airport—and a clear DGHRD directive to relieve him by April 30, 2025, he was not relieved by the Chief Commissioner @cusprevpatna . Instead, he remained in place until he processed the file related to “Most Sensitive” transfer postings. He was finally relieved on a Friday, and the Chief Commissioner signed the order on the following Tuesday, May 20. The role of the Chief Commissioner must be investigated in this regard.

This policy of sanctioning corruption in Customs must be withdrawn and replaced with a transfer/posting framework aligned strictly with the guidelines of DoPT, CVC, and DGHRD, as repeatedly demanded by the Association. The multi-crore transfer-posting industry must be dismantled in the interest of national security and institutional integrity.

Central Executive Committee (CEC) Meeting of All India Central Excise Inspectors’ Association (AICEIA) held at Chennai on 20th & 21st September 2024 with participation of 16 Circle/Branches of the Association from across the country. Comrade Sh. Sanjay Kumar, Secretary General of AIASCT, Comrade Sh. M. Loganathan, President of AIACTGEO, Comrade Sh. Prince Kumar, Working President of AIASCT were also participated as guests.
1. Formation of a single Association i.e. “CGST Group B Officers Association” including both the Group B Cadres (Inspectors & Superintendents) of the department. The theme will be “One Association, One Recognition”. Till the formation of that new association, it has been decided to activate the Federation that was constituted in 2018 in Patna by including Inspectors, Superintendents and Promotees IRS Officers. Comrade Sh. Sanjay Kumar, Secretary General of AIASCT, Comrade Sh. M. Loganathan, President of AIACTGEO, Comrade Sh. Prince Kumar, Working President of AIASCT strongly advocated for formation of single association or Federation of Inspectors borne cadre.
2. Publication of monthly Magazine/Newsletter though electronic platform.
3. Remove the regional disparity among the cadre.
4. Implement Base Cadre Seniority and All India Seniority immediately.
5. Participation in Cadre Re-structuring committee for submission of our concern before Finalization of CR.
6. Letter to be submitted to the Board for providing adequate working space and infrastructure in respect of all the cadres.
7. Raise the issue to conduct incentive examination at multiple level during the career of the officers.
8. To increase the Wellness Centre and empanel maximum hospitals for wide coverage of health issues. Also write to the Ministry/Board regarding non-cooperation of some of the empanelled private hospitals.
9. To pursue the matter of ICT issue for early issuance of direction from board.
10. To fight the legal battle for pay parity.
11. To write for uniform transfer policy norms and issuance of AGT in timely manner. Also grant TA-TTA on normal transfer even if it is done by representation called by the department.
12. To constitute a new circle of AICEIA i.e. AICEIA Saurashtra Circle by confederating two present branches i.e. Rajkot-Bhavnagar branch and Kutch branch.
13. DPC Calander as issued by the DoPT should be followed by every CCA and whenever DPC for the grade of Superintendents were delayed by the CCA there all consequential benefit should be granted to the incumbents without any delay.

An apparently baseless First Information Report (FIR) has been filed by the Principal Commissioner of CGST, Lucknow against Abhijat Srivastava, a whistleblower who was removed from his service for advocating transparency in the SSF and calling for an investigation into irregularities in promotions. The FIR mentions a video involving Devavanshu Mehta from Rashtriya Rakshak Samooh. Upon reviewing the video, it is evident that Mehta also expressed frustration and a commitment to protest against the unjust removal of Abhijat, who has been vocal about combating corruption and financial misconduct, much like other members of the association nationwide.
It seems that the Principal Commissioner retaliated by filing an FIR against Abhijat Srivastava, falsely accusing him of extortion, defamation, criminal intimidation, and obstructing a public officer's duties. Abhijat has never exhibited such behavior and has never spoken disrespectfully to any officer.

We kindly request the attention of all to the interview of Shri Abhijat Srivastava, our former Zonal General Secretary, who is eloquently and respectfully telling about the challenges he has encountered due to his commitment to advocating for transparency and combating financial misconduct in alignment with the government's objectives and the nation's best interests. Since, he has been fearlessly writing and reporting to government, the interest of those higher officers who are indulged in financial misconduct is being compromised, which led to his unjust removal from service, in the garb of status of recognition of the Association.

He also sheds light on the significance of an effective internal setup and functioning in ensuring the delivery of honest and efficient public services.
