- if incentives are being given to “whales”, there is the possibility thise using the chain after lxp will qualify for some linea

Also, Sybil filter was already applied, why now screen out real users under the assumption low lxp is Sybil? Low lxp should simply be low linea token. I agree with some threshold and multiplier, but 3K?
