The main problem I see is: the less democratic you make local govt, the weaker it is in terms of the real social power it wields on the ground (esp. if you factor in caste dynamics in most of India)
@pseudoerasmus@arpitrage This seems like a hard problem to solve without dramatic reform though? An indirect solution I can think of is to concentrate your development in SEZs with limited democracy and relaxed labor laws/regulations, which kinda lets you sidestep some these issues
