I obtained my citizenship certificate in 2002. The District Magistrate (DM) issues a citizenship certificate, which is conclusive proof of citizenship. A passport is accepted as proof of citizenship for holders born before 1987. It should be accepted as proof of citizenship for all holders. How can the Government of India issue a passport to a non-citizen except under Section 20 of the Passports Act, 1967, to a stateless person or for humanitarian reasons? Are ordinary Indian passports also issued under Section 20?
