In the historic city of Leptis Magna, a renewed commitment to culture and heritage in Libya.

On 29 April, DSRSG/RC @UlrikaR_UN joined UNESCO Regional Director @CharafAhmimed , Libyan officials and members of the diplomatic community and UN family to celebrate the reopening of UNESCO’s office in Libya.

In her remarks, she welcomed UNESCO’s return as a renewed commitment to partnership and support for Libya’s priorities in education, science and cultural heritage preservation. Admiring the beauty and magnificence of Leptis Magna, she highlighted the strong potential of Libya’s cultural and creative sectors to unlock opportunities, foster inclusion and sustainable development.

During the visit, DSRSG/RC Ulrika Richardson celebrated Libya’s remarkable historical legacy and emphasized the importance of safeguarding its UNESCO World Heritage Sites for future generations.

She noted that protecting heritage is not only about preserving the past, but also about strengthening national identity and unity, peace and stability.

Yesterday, DSRSG/RC @UlrikaR_UN , accompanied by the UN economic team, met with Central Bank Governor Naji Issa and his team to discuss reform priorities, economic developments, and ways to strengthen cooperation, including in support of the UNSMIL-facilitated, Libyan-led Structured Dialogue.

DSRSG/RC Richardson welcomed the Central Bank’s efforts to strengthen economic governance, including progress on exchange rate convergence, improved liquidity, and expanded digital payments for salary disbursements—supporting greater transparency and efficiency in public spending.

Discussions highlighted the importance of improving macroeconomic stability, advancing implementation of the unified expenditure agreement, strengthening oversight, and addressing illicit financial flows. Both sides agreed to deepen technical engagement and enhance coordination to support nation-wide priority reforms and leverage UN and international financial institution expertise.

DSRSG/RC Richardson underscored the importance of safeguarding the independence of the Central Bank and advancing a coherent, well-sequenced reform agenda to restore public confidence and support Libya’s economic recovery.

Yesterday, DSRSG/RC @UlrikaR_UN and Ambassador of the European Union to Libya @nicolaorlando co-hosted the launch of an Ambassadorial-level Development Partners Dialogue to advance common objectives, coordination and joint advocacy for Libya’s reform and development priorities.

This inaugural session focused on key economic priorities, including the urgency to address macroeconomic stability, economic governance, and reform sequencing, underscoring importance of better aligning support behind priority reforms. Participants emphasized the importance of strengthening technical engagement and coordination, including with national institutions, and to effectively inform the UNSMIL-facilitated political process, including through the Structured Dialogue.

This first discussion also confirmed future enlargement of this Development Partners Dialogue group as well as the concept of a rotating member state co-chair.

وأكد المشاركون أهمية تعزيز التنسيق والتعاون الفني، بما في ذلك مع المؤسسات الوطنية، بما يسهم في دعم العملية السياسية التي تيسرها بعثة الأمم المتحدة، بما في ذلك من خلال الحوار المهيكل.

كما أكدت هذه الجلسة الأولى التوجه نحو توسيع عضوية هذا الحوار مستقبلًا، إلى جانب اعتماد مبدأ الرئاسة المشتركة الدورية بين الدول الأعضاء.

Yesterday in Tripoli, DSRSG/RC @UlrikaR_UN delivered opening remarks at the launch of the @UNODC_ROMENA report “Drug Trafficking Dynamics in Libya and Across North Africa,” hosted by the Office of the Attorney-General.

DSRSG/RC Richardson emphasized that "drug trafficking is not simply a criminal concern, but a strategic threat that erodes the rule of law, finances illicit actors, and undermines peace, stability, and state authority in Libya and across the region". She noted that the report responds directly to long-standing calls, including from the Security Council, for robust, evidence-based assessments of organized crime.

By analysing drug trafficking as a core criminal economy, the report highlights the need to better understand the linkages between various illicit networks that continue to weaken institutions and national sovereignty.

She expressed her appreciation to the Office of the Attorney-General for its leadership and partnership and reaffirmed @UNinLibya’s commitment to advancing coordinated, rule-of-law-based responses.
