I'm wondering if my hearing is well because I've just heard Ramaphosa make commitments that are trully astounding and frankly unbelievable. He says this is their manifesto about renewal of local government performance.

He says they accept failures and are now committed to effect urgent corrections And reforms.

Some of the six actions he announced include:

1. The ANC shall review local government funding model in the next five years to ensure that it reflects the realities of metropolitan and rural municipalities.

2. Mayors and councillors and municipal leaders shall be compelled to conclude performance contracts.

3. Municipal councils shall not be allowed to pass unfunded budgets.

4. Municipalities shall from now on pay all debtors on time.

Have I heard well?

Why should this happen now when it failed in the past five years?

From what he says, it looks like many municipal functionaries will have to be fired. WOW.
