📑 تقرير: انتهاكات حقوق الإنسان في ليبيا خلال شهر يونيو 2026

شهد شهر يونيو 2026 استمرارًا للانتهاكات الجسيمة لحقوق الإنسان في ليبيا، بما في ذلك حالات القتل غير المشروع، والاعتقال التعسفي، إضافةً إلى الحملة الواسعة بحق المهاجرين واللاجئين وطالبي اللجوء، واستمرار الخسائر في أرواحهم على امتداد مسارات الهجرة، في ظل تواصل فشل السلطات في شرق وغرب ليبيا في الإيفاء بالتزاماتها في حماية المدنيين، وإخفاقها في التحقيق والمحاسبة، بما يرسّخ ثقافة الإفلات من العقاب.

خلال شهر يونيو، وثّق فريق رصد الميداني مقتل مدني واحد (1) إثر إطلاق النار في مدينة الزاوية، كما وثّق العثور على جثمان مدني آخر (1) قُتِل بعد اختطافه في مدينة طرابلس. ووثّق الفريق الميداني كذلك الاعتقال التعسفي لستة (6) مدنيين في مدينة زوارة.

📑REPORT: HUMAN RIGHTS VIOLATIONS IN LIBYA DURING JUNE 2026

June 2026 witnessed the continuation of grave human rights violations in Libya, including unlawful killings and arbitrary arrests, as well as a widespread campaign targeting migrants, refugees, and asylum seekers, alongside the continued loss of life along migration routes. These violations persisted amid the failure of authorities in eastern and western Libya to fulfil their obligations to protect civilians, and their failure to ensure investigations and accountability, further entrenching a culture of impunity.

During June, the Libya Crimes Watch (LCW) field team documented the killing of one (1) civilian following a shooting incident in the city of Al-Zawiya, as well as the discovery of the body of another (1) civilian who was killed after being abducted in Tripoli. The field team also documented the arbitrary arrest of six (6) civilians in the city of Zuwara.

In response to the alarming escalation of ongoing violations against migrants, refugees, and asylum seekers in Libya, Libya Crimes Watch (LCW) submitted an urgent appeal to the UN Special Procedures on 1 July 2026, calling for urgent action, including engagement with the authorities in eastern and western Libya to bring these violations to an end, clarify the fate and whereabouts of victims of enforced disappearance, and ensure Libya's compliance with its obligations under international law.

Libya’s future must be built on an inclusive process that reflects the aspirations of all regions and communities and brings stakeholders together in genuine partnership. Thank you to Al-Hadath for the opportunity to discuss the U.S. initiative in support of Libyan efforts to unite their country, achieve a durable peace, and create the conditions for national elections. I emphasized that the initiative is designed to be inclusive, ensuring balanced representation for all stakeholders, regions, and cities. 

I reviewed the gradual steps that the United States and Libyan parties have taken since July 2025 to make progress in unification, including achieving a unified national budget and conducting the joint FLINTLOCK 26 military exercises led by AFRICOM, with the participation of forces from across the country. 

I noted the important roles that international partners are playing in Libya, including Türkiye, Egypt, Italy, France, Jordan, the UAE, Qatar, and others. 
I stressed that decisions on the details of any unification agreement belong to the Libyans themselves, and that the short-term U.S. initiative is designed to be completely complementary to the medium- and long-term roadmap of UNSMIL and SRSG Hanna Tetteh. 

The United States will continue its efforts to support the Libyan people, who have suffered 15 years of war and division.

وصُنفت ليبيا ضمن الدول شديدة الخطورة في المؤشر العالمي للتعذيب لعام 2026، وقد ساهمت رصد في إعداد المؤشر استنادًا إلى قاعدة بياناتها وفريق التوثيق الميداني، حيث أظهرت النتائج استمرار أنماط التعذيب وسوء المعاملة داخل السجون ومراكز الاحتجاز، في ظل تفاقم الإفلات من العقاب وغياب ضمانات المحاسبة وعدم التكرار.

وتجدد رصد مطالبتها السلطات في شرق وغرب ليبيا بوضع حد لممارسات التعذيب وسوء المعاملة، كما تدعو الن��ئب العام الليبي إلى فتح تحقيقات مستقلة وفعالة في جميع حوادث التعذيب، ومحاسبة المسؤولين عنها، وضمان حق الضحايا والناجين في جبر الضرر.

كما تدعو رصد ليبيا إلى الانضمام إلى البروتوكول الاختياري لاتفاقية مناهضة التعذيب، بما يعزز الرقابة المستقلة على السجون ومراكز الاحتجاز، ويسهم في الوقاية من التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

On the International Day in Support of Victims of Torture, observed on 26 June 2026, Libya Crimes Watch (LCW) stresses that torture remains a widespread and systematic practice carried out by armed groups and security agencies in both eastern and western Libya, in violation of Libya's obligations under the Convention against Torture.

Libya was classified among the high-risk countries in the 2026 Global Torture Index. LCW contributed to the development of the Index through its database and field documentation team. The findings highlight the continued use of torture and ill-treatment in prisons and places of detention, amid persistent impunity and the lack of effective safeguards for accountability and non-recurrence.

LCW reiterates its call on the authorities in both eastern and western Libya to end the practices of torture and ill-treatment. It also calls on the Libyan Attorney General to conduct independent and effective investigations into all allegations of torture, hold those responsible to account, and ensure victims' and survivors' right to reparation.

LCW further calls on the Libyan authorities to accede to the Optional Protocol to the Convention against Torture (OPCAT), thereby strengthening independent oversight of prisons and places of detention and contributing to the prevention of torture and other cruel, inhuman or degrading treatment or punishment.

Libya Crimes Watch (LCW) and the International Commission of Jurists (ICJ) have published a joint report entitled "The Cost of EU-Libya Migration Cooperation: Egregious Human Rights Violations against Migrants, Refugees and Asylum Seekers", examining how EU-Libya migration cooperation has contributed to exposing migrants, refugees and asylum seekers to serious human rights violations and abuses.

The report documents patterns of arbitrary detention, enforced disappearance, torture, exploitation, and other violations faced by migrants, refugees, and asylum seekers in Libya. It also analyses the role of European migration management policies in perpetuating and exacerbating these violations. The report puts forward a set of recommendations addressed to Libya, the European Union, and its Member States, focused on ending violations against migrants in Libya and ensuring the protection of their rights.
