PARLIAMENT APPROVES CHARTER FOR FISCAL RESPONSIBILITY
Parliament has approved the Charter for Fiscal Responsibility and the Economic & Fiscal Update for FY2026/27– FY2030/31, setting out the fiscal policy framework to guide Government over the next five years.
The Charter was approved during Wednesday’s plenary sitting, chaired by Rt. Hon. Speaker Jacob Markson Oboth.
The motion was moved by the Finance Minister, @henrymusasizi1 while the report on the Charter was presented by the Chairperson of the Parliamentary Committee on the Budget, Hon. Amos Kakunda, MP for Rwampara County.
Moving the motion, Musasizi said the Charter is “Government’s fiscal policy strategy over the next 5 years,” aimed at maintaining macroeconomic stability while creating fiscal space for strategic public investment and private-sector-led growth.
He said the strategy prioritises accelerated economic growth through high-impact sectors, revenue-led fiscal consolidation, reduced dependence on commercial borrowing, efficient and effective public expenditure, and sustainable management and utilisation of petroleum revenues.
“The Charter establishes legally binding fiscal anchors to ensure fiscal discipline, accelerate domestic revenue mobilization, reduce expensive non-concessional borrowing, and maintain debt sustainability,” Musasizi said.
The framework will guide implementation of the Fourth National Development Plan and the Ten-Fold Growth Strategy, which targets scaling Uganda’s economy to US$500 billion by 2040.
Under the Charter, public debt is projected at 54.7% of non-oil GDP in FY2026/27, peaking at 55.1% in FY2027/28 before declining to 50% by FY2030/31.
Commercial borrowing as a share of domestic non-oil revenue is projected to fall from 33.7% to 19.3%, while the fiscal deficit excluding petroleum revenues is expected to narrow from 6.6% to 1.5% of non-oil GDP over the period.
The Charter also limits the transfer of petroleum revenue to the Consolidated Fund to a maximum equivalent of 0.8% of the preceding year’s estimated non-oil GDP outturn, with the balance going to the Petroleum Revenue Investment Reserve.
Presenting the committee report, Kakunda said the Charter was examined alongside the Economic and Fiscal Update and other submissions from key stakeholders.
The committee proposed additional fiscal safeguards, including a rule that nominal publicly guaranteed debt should remain below 5% of non-oil GDP throughout the Charter period.
On revenue mobilisation, the committee proposed that domestic non-oil revenue as a share of non-oil GDP increase by at least 0.5 percentage points annually and reach at least 16.4% by FY2030/31.
The committee further recommended adherence to the Commitment Control System and sanctions against Accounting Officers who repeatedly commit Government expenditure without adequate resources.
In its conclusion, the committee said: “fiscal consolidation must not be pursued at the expense of the social and productive foundations of growth.” It further emphasised that fiscal rules require effective enforcement and monitoring.
