The ones "managing risk" in most businesses are the same ones who hold the most power in the workplace. As standard practice for their own failings, they socialize their losses onto workers via layoffs. The point of co-ops in this case is that risk is both minimized and divided.

Sheer dumbassery. The legality of co-ops is not a concern to anybody. The problem is the ability to obtain enough capital--highly unlikely with consistently stagnant wages meeting consistently rising costs of living--so that a co-op business is even possible.

No one but you is talking about Japanese schools for no reason. More funding for public education includes higher salaries for educators who are mainly responsible for providing learning materials, which in turn can lead to better quality education and more educated students.
