Prior to mass tourism they had spa tourism so it's always been important. They're primarily SMB and their manufacturing sector, while small, is amazingly efficient. Loacker chocolate/bakery for example exports worldwide.

Basically even when they were agricultural they were comfortable. But as soon as they got small factories they rocketed into the lead. And tourism just iced the cake.
