Arbitrage, which makes oil prices globally equal, doesn't happen until brent is $7 over WTI.

In 1973 the US had export bans on oil and was dependent on imports.
Today the US is the largest producer of oil, pipelines directly to refineries and cheap Canadian bitumen to blend light texas crude with. No shipping costs, domestic refining, the US gasoline prices are the cheapest on earth. An oil crisis doesn't affect producers like it does importers. Importers are buying refined products more so than crude itself.
