As I said before Hegseth is doing a low weight / high rep burnout. When you do a high rep burnout you want to keep tension on your chest. As you see when he lifts he doesn't fully extend. The full extension engages your triceps. This is what you do and how you target the chest more.

IFBB pros and lifters do this all the time. It's well known in the industry.

When you arch your back you decrease the ROM which allows you to lift more. It's used for vanity power lifts and heavy weight NOT for high rep lifts.
