@AdamZivo It’s also patently untrue that this is a recent thing. People needed papers for permission to travel between countries and kingdoms for millennia otherwise they were sent packing, jailed, or worse. Migrants brought disease and strained resources and locals often ran them off.

Politicians are elected by the general public and are not considered experts. They represent all people, including the non-experts otherwise are left out.
