@PBubbleguts the axle sits evenly in the dropouts and tighten the quick release securely.
Then spin the wheel it should move freely without touching the brake.

If it still rubs, loosen the brake caliper bolts slightly, squeeze the brake lever to center it, and then tighten the bolts again

@PBubbleguts Try removing the wheel and reinstalling it with the correct side facing forward (most tires have a small arrow showing the rotation direction).
