notes : if you have a 7000XT SERIES you probably have anti lag + which is not compatible yet with CS2

for the stutter fix you can enable the metrics overlay that you can find in your amd panel and on the performance tab

overclocking your gpu to a steady frequency and disabling ulps with msi afterburner might help as well
