El congreso le abre paso a un proyecto que aumenta considerablemente el presupuesto de la procuraduría, pero hunde el de la Matrícula cero por costoso. Hay plata para atornillar al poder pero no para asegurarles a los jóvenes su futuro. Ese es el mensaje.
