I think this is what Rupert Lowe means when he describes himself as a “True Tory”. What he expresses in this clip – power to the individual – used to be a core tenet of conservatism.

The truth is: the reason voters abandoned the Tories is because the Conservative Party abandoned conservative values. At heart, we on the right of British politics always were, and still are, small-c conservatives. We're just not Tory voters any more.
