My parents live in the UK, when a local supermarket had new coolers fitted that caused a fraction of that much noise (and lower frequency) the local authorities required them to take action as it was above the limit.

@AlPriest420 We did actually have "acid rain", in that due to the contamination in the air the rainfall was mildly acidic, we took action to stop it getting worse (and as an aside improve air quality).
IIRC was enough to be actively wearing down limestone blockwork faster than normal rain.

@rklein7777 The way trump has always worked is to sue businesses and keep it going until they go bust, now he's president he's using his position to basically threaten companies with losing their licences. the BBC both has the pockets to fight, and nothing to lose (they're UK based).
