Since, rate for HSN 9608 prescribed at Srl 232 of Sch II (other than fountain pens & stylograph pens), GST rate for Ball Pen Refills appear to be 12%

(iii) & (iv) of rate notification, ball pen refills appear to be covered by Sch-II Srl 232 & chargeable to 12% IGST (6% CGST, 6% SGST).
