The word cheating has lost its meaning lol. This mod uses durability as if you individually mined those blocks, uses the needed blocks just all at once. Its just a time saver. A cheat mod would be one that needs no tools, no blocks needed either.

Cheat mods are usually for ones that are extremely op that don't take much effort or ones that give stuff for basically free. Like the create add on that makes automatic shifters that just need a little power and stuff like sand which gives diamonds and shit.
