The Finance Minister’s response to my so-called ‘canards’ hinges on 5 dubious claims -
1. Merchant Discount Rate (MDR) applies only to merchants and not to customers
This is misleading. MDR is charged to merchants but it is inevitable that they pass transaction costs on to consumers through higher prices or differential pricing - just as they do with credit and debit card payments. Moreover, "merchants" include medium and small businesses, kirana stores, and even street vendors, the very backbone of UPI adoption.
2. It will support banks and fintechs to invest more in infrastructure, innovation, and security.
UPI was built as a public digital good, and the government has a responsibility to protect it. Zero MDR was critical to its success, enabling small shops and roadside vendors to make and receive payments without transaction charges.
Better alternatives are also on the table. The RBI has the capacity to support the UPI ecosystem without charging merchants or consumers. Why is this option not being considered?
3. The Steering Committee is yet to decide on MDR.
Policymaking is not just for the present but also for the future. The Bill removes the statutory guarantee of zero-MDR under Section 10A. It leaves future charges to government notification. Government assurances or tweets are no substitute for statutory safeguards, especially when earlier assurances on retaining zero-MDR are now being reversed.
4. The timing raises legitimate concerns.
The amendment comes shortly after the U.S. Trade Representative's 2026 National Trade Estimate Report criticised India's UPI and RuPay ecosystem, as well as Brazil's Pix, since they take up market share from Visa and MasterCard. While Brazil has continued to back Pix as a strategic public digital infrastructure, the Modi Government is now weakening statutory protections for UPI.
Google Pay and Walmart-controlled PhonePe together process over 80% of UPI transactions. At a time when foreign-controlled platforms already dominate the ecosystem, India should be strengthening and not weakening its public digital infrastructure.
5. This issue could have been discussed in Parliament.
The Parliament has been dysfunctional in this session entirely due to the Modi Government’s refusal to be accountable to Parliament. The Opposition’s demand for a statement by the Home Minister on the police brutality on students on June 20th has not been heeded. Attending Parliament and answering questions is not optional, it is part of a minister's constitutional responsibility. It is the Modi Government’s evasion of responsibility which has created this situation of chaos in the House and it is the Modi Government that exploited it to pass this Bill through a voice vote within minutes of its introduction in the Lok Sabha.

मोदी सरकार का यह दावा कि UPI को वित्तीय रूप से टिकाऊ बनाए रखने का यही एकमात्र रास्ता है, पूरी तरह गलत है। भारतीय रिज़र्व बैंक (RBI) के पास UPI प्रणाली को बिना व्यापारिय���ं या उपभोक्ताओं पर कोई अतिरिक्त शुल्क लगाए, वित्तीय रूप से टिकाऊ बनाए रखने की पर्याप्त क्षमता है। 2025-26 में RBI ने मोदी सरकार को 2.86 लाख करोड़ रुपये का सरप्लस ट्रांसफर किया था। इस राशि का केवल एक छोटा-सा हिस्सा ही इस महत्वपूर्ण डिजिटल पब्लिक इंफ्रास्ट्रक्चर को सपोर्ट देने के लिए पर्याप्त होता।
दरअसल, इस संशोधन के पीछे की असली वजह शायद और भी अधिक चिंताजनक है। यह कदम अमेरिकी व्यापार प्रतिनिधि की 2026 की उस रिपोर्ट के बाद उठाया गया है, जिसमें UPI और RuPay के शुल्क-मुक्त होने की आलोचना की गई थी और आरोप लगाया गया था कि उन्होंने Visa और MasterCard जैसे अमेरिकी भुगतान प्लेटफॉर्मों को बाजार से बाहर कर दिया है। क्या मोदी सरकार अपने अच्छे मित्र डोनाल्ड ट्रंप के दबाव में UPI को कमजोर कर ��िजिटल भुगतान क्षेत्र को अमेरिकी कंपनियों के लिए खोलना चाहती है?
और ऐसा पहली बार नहीं होगा। डोनाल्ड ट्रंप सार्वजनिक रूप से 100 से अधिक बार दावा कर चुके हैं कि उन्होंने अमेरिकी टैरिफ की धमकी देकर मोदी सरकार पर ऑपरेशन सिंदूर के दौरान अचानक युद्धविराम कराने का दबाव बनाया था। अमेरिका यह भी दावा कर चुका है कि भारत द्वारा रूस से तेल आयात में धीरे-धीरे की जा रही कटौती भी राष्ट्रपति ट्रंप के निर्देश���ं का परिणाम है। हम यह भी जानते हैं कि मोदी सरकार ने राष्ट्रपति ट्रंप के दादागिरी के आगे झुकते हुए भारत-अमेरिका के बीच ऐसा व्यापार समझौता स्वीकार किया, जिसे व्यापक रूप से अनुचित माना गया और जिसमें विशेष रूप से हमारे किसानों तथा छोटे कारोबारियों के हितों की बलि दी गई।

This is the Office of the US Trade Representative 2026 report, page 272.
It criticised the NPCI, the org that operates India's retail payment systems, saying that it is creating "a non-level playing field" in electronic payment services.
What followed? ☺️
The UPI payments in India have been free for the public.
Then on Monday the Govt introduced Taxation and Other Laws (Amendment) Bill, 2026.
This was followed by Reserve Bank of India (RBI) Governor Sanjay Malhotra said that “someone will have to pay the cost” of UPI transactions. ☺️
Today this bill was passed. It now brings UPI and RuPay debit card transactions under MDR charges.
Point to be noted, Since 2020, the Govt, mandated that transactions on UPI and RuPay debit cards would not attract any MDR charges.
Then why this sudden shift? 🤔
Now apart from Marchants, our ordinary people transactions that exceed ₹2,000 in value, maybe charged 0.25-0.4% of the transaction value.
