Great question, and it's the whole design.

We don't issue reloadable cards. Every Ansem Pay card is non-reloadable prepaid, single load, capped value.

Reloadable cards draw issuer and Mastercard heat, because reloadable means a standing account, and that triggers full KYC and AML.

Non-reloadable prepaid sits in a different bracket entirely. Same framework gift cards have run under for years.

It's not illegal to use cash to buy a giftcard at the store. Same thing for Ansem Pay.
