@guyrelford In other news, SCOTUS denied Cert in Bivens v. SAF (Lara v. Paris), the Penn'a 18-20 YO handgun ban. SAF's 3rd Ckt victory striking down Penn'a handgun law stands as-is. Downside: SCOTUS would have settled "handguns at 18" nationally but 3rd Ckt win can still be used elsewhere.

@The_PunKing They require a clearly articulable suspicion of a crime to make a "Terry Stop". That he has one or more pending cases before the court in that county is not justification for making a "Terry Stop" and detaining him. If that was the excuse, it's a 4th Amendment lawsuit.
