Yes they eliminated a portion of the market by limiting handguns. But, it will be fulfilled by smuggling as in the past. Minimal effect

It’s a bandaid solution to a bigger problem which is that a large portion of the people committing crimes are with smuggled U.S guns. The legal owners feel that they are being unfairly punished for that.

Any handgun owners prior to the law can keep their handguns and use at the firing range etc. The government has effectively banned the importation and transferring of ownership.
