It's almost always not about the tools or the rituals but rather the willingness of team leaders to delve one level deeper into challenges. People often complain about lack of engagement, yet they seldom dare to have the uncomfortable conversations that could reveal why the team is unproductive or apathetic. Check-ins do work, period. What often doesn't work is the underlying dynamics within the team. Fix that first. This is an excellent post from @johncutlefish that resonated immensely with my experience.
